This file is considered Open data because it has been published by a public office of the Italian Government with no licence provided.
As such, it can be used by everyone for any purpose (commercial included) according to art. 52 par. 2 of the bill no. 82 issued on 7 March 2005, where it is stated that «lacking of an explicit licence implies that the data has been published by the terms of the license CC-BY 4.0».
The only duty the uploader must comply with is to indicate clearly both the public office where the file comes from and its complete URL.
