This musical representation is exempt from copyright protection in Argentina. As detailed by Law 11.723:

Article 5 bis: Ownership of intellectual performances fixed on phonograms shall fall to the performers, or their producers or their beneficiaries for the period of 70 years starting from January 1 of the year following publication.
Article 36: It is a public performance of an orchestra, band, brass choirs or musical ensemble belonging to the National, provincial or municipal government, and public assistence to it was free of charge.

This applies only to the musical performance itself. Another licence must be provided about the filming or recording of the musical performance.
