Article 9 (9. člen) In Zakon o avtorski in sorodnih pravicah (uradno prečiščeno besedilo) (ZASP-UPB3) (Slovene), Copyright and Related Rights Act (English)

“(1) Copyright protection shall not be afforded to:

  1. ideas, principles, discoveries;
  2. official legislative, administrative and judicial texts;
  3. folk literary and artistic creations.

(2) Translations of texts mentioned under item 2 of the foregoing paragraph shall enjoy copyright protection, unless they are published as official texts.”

Hence it is assumed that this image has been released into the public domain. However, in some instances the use of this image might be regulated by other laws.
